The Hydrastar # HBA16 is designed for disc brakes only. It is not compatible with the drum brakes on your boat trailer. However, they do have a drum brake model. Sometimes you can hear a slight buzzing sound when you hook up your 7-Way but not always. This may be the case in your situation.
Typically when people hear the buzzing noise is when the brakes are engaged. If you are not applying the brake pedal in your tow vehicle but your trailer brakes are engaged then you most likely crossed the 12V power wire with the Brake Controller wire, or they are touching in the Junction Box # 38656. A trailer drum brake actuator cannot be used as a replacement for a disc brake actuator on a trailer with disc brakes. Reason being the master cylinder on a drum brake actuator does not send as much pressure through the brake lines as a disc brake actuator, so you won't get the correct stopping power for the disc brake's piston.

I do have an option for you but there is not a version of the Titan Zinc-Plated A-Frame Brake Actuator for trailers with disc brakes. The only a-frame trailer coupler we do offer for use with disc brakes is the Demco Hydraulic Brake Actuator w/ Lockout part # DM8105422 so this is what I recommend. Hi Rick; thanks for the question and the info you provided, and the answer is yes, you can absolutely convert from electric brakes to disc brakes. Hey Charlie, typically this problem is related to the adjustment of the brake assemblies being different. Most likely one assembly has a tighter adjustment and is locking up before the other. I'd jack the trailer up so the wheels are off the ground and turn the wheels by hand. You should feel a light drag of the brakes on both wheels. If one has more resistance than the other that would be why.
